全国“两会”指的是全国人民代表大会和中国人民政治协商会议。

The NPC is the highest organ of state power.
全国人民代表大会是最高国家权力机关。
The CPPCC’s roles include political consultation, and bringing people from all political parties, ethnic groups and walks of life into discussions about state affairs.
中国人民政治协商会议的主要职能是政治协商和民主监督，组织参加政协的各党派团体和各族各界人士参政议政。
关于两会，有一些容易混淆的知识点，比如“代表”和“委员 ”：
全国人民代表大会的成员称为“代表”（national legislator/NPC deputy）中国人民政治协商会议的成员称为“委员”（CPPCC member）
人大会议是“X届全国人大X次会议”（the Xth session of Xth NPC）
政协会议是“全国政协X届X次会议”（the Xth session of Xth CPPCC National Committee）
